I like this and I don't think the paisley is done crappy, I think it's a nice effect, it adds to the piece and shows the movement. I love the colouring you've used, despite wind days mostly being considered to be dark, cold and gloomy, this has quite a positive feel to it. The crumbled up cigarette makes me laugh because I just think about how smokers struggle to gets their ciggie lit while the wind is blowing the flame out. I think there's too much dark aroudn the eyes, not much, but it seems a little too much to me. On the other hand, I love the shape of her lips, I think they've been well done.
